Abstract: In this paper I will advocate the validity of Hirschman’s approach in examining the relationship between broadcasters and their publics against the backdrop of declining post-Communist public service broadcasting systems. Using the Baltic country of Latvia as a case study, I will demonstrate how the analytical tools of Hirschman’s theory can inspire examination of publics’ responses to the deterioration of public broadcasting systems.
